Regulations of the Department of Scientific Activities and Monument Protection
1. General Provisions
1. 1. The Department of Scientific Activities and Monument Protection (hereinafter referred to as the Department) is a structural subdivision of The State Historical and Cultural Museum-Reserve «Yezhelgi Taraz Eskertkishteri».
1. 2. The Department carries out its activities in accordance with the legislation of the Republic of Kazakhstan (the Laws «On Culture», «On Protection and Use of Historical and Cultural Heritage Objects», and «On Science»), as well as the Charter of the Museum-Reserve, internal regulatory documents, and these Regulations.
1. 3. The main objective of the Department is to organize scientific and methodological activities in the field of protection, research, and preservation of historical and cultural heritage.
2. Main Tasks of the Department
2. 1. Conducting research on historical and cultural monuments and preparing scientific documentation.
2. 2. Organizing activities aimed at the protection of archaeological, ethnographic, historical, architectural, and other cultural heritage objects.
2. 3. Providing scientific supervision of conservation, preservation, and restoration works carried out on monuments.
2. 4. Conducting continuous monitoring of the condition of cultural heritage monuments and preparing analytical reports.
2. 5. Developing and implementing research projects, and preparing scientific articles, reports, and recommendations.
2. 6. Cooperating with relevant state authorities, scientific institutions, and public organizations.
2. 7. Updating and supplementing state registration data related to monuments.
2. 8. Preparing and maintaining reports, conclusions, protocols, and other documentation related to monuments.
2. 9. Developing and implementing the research directions of the Museum-Reserve, and organizing scientific conferences, seminars, and round tables.
2. 10. Providing scientific review and expertise for books, booklets, posters, advertising texts, guide materials, photographic documentation, and other promotional materials.
2. 11. Preparing and publishing scientific publications (articles, monographs, catalogs).
2. 12. Organizing scientific and educational activities (lectures, thematic clubs) in cooperation with schools and higher education institutions.
2. 13. Giving interviews on radio and television to promote the activities of the Museum-Reserve.
2. 14. Providing scientific and methodological assistance (research projects, diploma papers, master’s and doctoral dissertations) to school pupils and university students.
2. 15. Preparing the annual work plan of the Department and reports on its implementation.
3. Rights of the Department
3. 1. Initiating and carrying out scientific research activities.
3. 2. Cooperating with other structural subdivisions in accordance with the Department’s scope of activity.
3. 3. Submitting proposals on matters within the Department’s competence.
3. 4. Working in close cooperation with other structural subdivisions of the Museum-Reserve.
3. 5. Participating in projects with scientific institutions and higher education organizations.
3. 6. Requesting information for research purposes from archives, libraries, scientific collections, and other museums.
3. 7. Submitting proposals to local executive authorities regarding violations of monument protection and preservation regimes.
4. Structure and Management of the Department
4. 1. The Department is headed by the Head of the Department of Scientific Activities and Monument Protection, who is appointed and dismissed by the Director of The State Historical and Cultural Museum-Reserve «Yezhelgi Taraz Eskertkishteri».
4. 2. Employees of the Department report directly to the Head of the Department and perform the duties assigned to them.
4. 3. The staffing level of the Department is approved by order of the Director of the Museum-Reserve.
5. Final Provisions
5. 1. These Regulations shall be approved by order of the Director of The State Historical and Cultural Museum-Reserve «Yezhelgi Taraz Eskertkishteri».
5. 2. Amendments and additions to these Regulations shall be made in accordance with the internal procedures of The State Historical and Cultural Museum-Reserve «Yezhelgi Taraz Eskertkishteri».
